2 Day Priority Mail Service to USPS Becomes 5 day

Well we all know about the United States Postal Service continued running up debt in their operations and the scaling back of service. We also all know how the Postal Service tries to get customer's to pay for Priority Mail service over regular 1st Class if there really is such a thing anymore.

On August 19, 2015 I paid for Priority Mail Flat Rate Envelope service from Cocoa Florida to the United States Postal Service

The label printed and on the label it said 2 Day Delivery. As I tracked the item it appeared as if they might actually deliver it on time as it did arrive at it's destination facility on Aug 21, 2015. But then it spent two more days going back and forth between two postal facilities in Washington, DC before they attempted delivery on Sunday where it's listed "Business Closed."

What I can't figure out is how does an item depart from two different postal facilities at the exact same time on the exact same day?

Then I can't figure out why it took Two (2) days from departing the facility at zip code 20018 before it arrived back at the exact same facility???

Now is there any doubt at all that this is a prime example of the United States Postal Services failure to perform? What makes this even more personal for me is I had to mail this item to the DC office because the Postal Service's online claims portal ended up merging my insurance claim information with that of another claim resulting in misinformation being reviewed causing claim to be denied. I spent four hours on hold with the Postal Service on July 7, 2015 to have the matter corrected only to find the claim was denied based on the misinformation anyway.

As of almost 5PM today this is the status on a 2 Day Priority Delivery Six (6) days later.
